McDowell Business Resources — also known as MBR Insurance & Financial Services — opened in Jacksonville in 2017 with a simple frustration in mind: too many people were being sold policies they didn’t understand, by agents who never explained the fine print.
Founded and led by Sandra McDowell, Owner, President & CEO and an Insurance & Financial Broker/Consultant, the agency was built around a different idea — our focus is on educating our consumers. We walk through Medicare, ACA health plans, life insurance, annuities and business coverage in plain language, so you can decide with confidence.
Today we’re a licensed independent agency serving clients across Florida and 14 other states. We compare options across the carriers we represent, answer our own phones, and stay with you long after the paperwork is signed.

Sandra McDowell brings over 20 years of experience in life and health insurance, coupled with 19 years in corporate banking and community organizing. Her goal is to educate individuals to better understand how to utilize and maximize their financial benefits — providing the knowledge and resources to help create and preserve physical and financial wealth for individuals and families, with a lifetime strategy to gain healthy financial control of their lives and reach their full wealth potential. Leaving a legacy of health and financial security.
The core value that guides her, professionally and personally, is to always be upfront and honest. A need-based, individual assessment lets her build a strategic plan for each person, so clients can make an informed and educated decision.
